Where the house has been converted into flats or a maisonette, the project changes shape. Islington's own risk guidance for the area flags moving kitchens or bathrooms in converted properties before the freeholder and technical review is complete, and a side-return infill to a ground or lower-ground flat almost always involves exactly that — a kitchen relocation or reconfiguration sitting directly beneath, or structurally connected to, flats above, where noise, vibration and disruption to shared services all become part of what has to be justified before work starts.
That means a Licence to Alter from the freeholder sits alongside, and usually ahead of, the Islington planning process. The freeholder will typically want the same technical evidence a case officer wants but for a different purpose: structural calculations showing the new opening and any underpinning do not compromise the building above, an acoustic strategy for the new floor and ceiling build-up so the flats above and below are not affected, and confirmation of fire separation where the infill changes escape routes or compartmentation.
