Do I need planning permission to convert a garage?

Sometimes not, if the works are internal and the use remains incidental to the house — but front elevation changes, new openings and many conservation-area or Article 4 properties need permission. Dead space into a real room

The appeal of a garage conversion is efficiency: you are not extending the footprint or digging foundations, simply reclaiming space that already exists.
