Basement Impact Assessment: What London Boroughs Require

A Basement Impact Assessment is site-specific technical evidence for a basement planning application. It tests drainage, flooding, groundwater and structural stability; the trigger, scope and review process depend on the borough and proposal.

What is a Basement Impact Assessment?

A Basement Impact Assessment (BIA) is a site-specific technical statement used by a planning authority to assess the risks created by a new or extended basement. It examines drainage, flood risk, groundwater, ground movement and the structural stability of the property and neighbouring buildings. It is evidence for the planning decision, not planning permission itself and not a substitute for detailed structural design.

The assessment can change the depth, footprint and construction strategy of a basement, so it belongs at feasibility rather than at the end of a finished design. Where a BIA is required, submitting a generic report or a design that conflicts with its conclusions can delay validation, trigger revisions or leave the authority unable to support the proposal.

When is a BIA required in London?

There is no single London-wide trigger. The correct test is the current validation list and basement policy of the planning authority for the address, read against the scale and circumstances of the proposal. A newly excavated storey, an extension to an existing basement, a sloping or groundwater-sensitive site, nearby structures, trees and cumulative local excavation can all affect the evidence required.

Camden’s published basement guidance says a proposal containing a new or extended basement needs a detailed, site-specific technical statement in a BIA. Southwark’s current full-planning checklist also requires a BIA for a new or extended basement. Other boroughs use their own terminology, policies and validation thresholds, so a requirement copied from a neighbouring council is not a safe project brief.

Camden’s five-stage BIA process

Camden Planning Guidance describes five stages: screening; scoping; site investigation and study; impact assessment; and review and decision making. Screening identifies which slope-stability, groundwater-flow and surface-water questions apply. Scoping turns those findings into a proportionate investigation brief instead of assuming every site needs the same work.

The investigation and study stage establishes the ground, water and structural facts through appropriate records, surveys, trial pits, boreholes, monitoring or analysis. The impact assessment then tests the proposed excavation against those facts and sets out mitigation. Review is not merely an administrative final step: Camden generally requires an independent technical audit, and questions from that audit can require more evidence or design changes before the planning case is resolved.

What evidence and drawings go into a BIA?

The exact pack follows the scoped risks, but it commonly brings together the measured building and site information, existing and proposed plans and sections, topography and levels, relevant drainage and flood records, ground investigation, groundwater evidence, structural appraisal, movement or damage-risk assessment, excavation and temporary-works assumptions, and mitigation or monitoring proposals. The documents must describe the same basement; inconsistent levels, footprints or construction assumptions undermine the submission.

Southwark’s current checklist gives a useful validation example: the assessment must evaluate direct and indirect implications and include a floor plan, section, ceiling height, access points and rooflight details. Camden provides a BIA pro forma, an engineering-scope note and an audit instruction form. Camden says its pro forma is a guide to the topics to address, not a generic template that replaces site-specific analysis.

Who prepares it, and what does the architect coordinate?

A BIA is specialist technical work. Camden says technical reports should be prepared by a suitably qualified chartered engineer or chartered geologist who belongs to the relevant professional body; Southwark likewise requires a suitably qualified engineer or geologist. The disciplines needed depend on the screened risks and can include structural, geotechnical, geological, hydrogeological, hydrological, drainage and arboricultural input.

Our role is to establish the planning and design brief, coordinate the survey and specialist appointments, provide consistent drawings, and feed the BIA findings back into the architecture and planning submission. We do not present architectural coordination as geotechnical or hydrogeological authorship. That distinction protects the client and makes responsibility clear when the authority or its auditor asks a technical question.

How borough requirements differ

In Camden, the published process centres on Local Plan basement policy, Camden Planning Guidance, a site-specific BIA and generally an independent audit. In the Royal Borough of Kensington and Chelsea, applicants are directed to the adopted Basements SPD alongside the applicable Local Plan basement policy; its evidence and construction-impact framework must be checked for the current application. Southwark states its BIA trigger and minimum drawing content in the full-planning checklist.

Westminster directs applicants to its current full validation list to identify the technical reports needed for a proposal and operates a separate Code of Construction Practice for basement and other construction sites. A BIA, structural design, Construction Management Plan, party-wall process and building-regulations package answer different questions; one document does not automatically discharge the others.

Programme and fee implications

A BIA is a separate pre-application workstream, not something to squeeze into the statutory planning determination period. Allow time to confirm the borough requirements, appoint the right professionals, investigate the site, coordinate a stable design, assemble the assessment and respond to validation or audit questions. Seasonal groundwater monitoring or further investigation can lengthen that sequence where the scoped risk requires it.

There is no responsible universal BIA price: cost follows the disciplines, investigation, monitoring, structural complexity and audit route required for the site. The useful budget separates architectural work, specialist consultant fees, intrusive investigation, authority or independent-audit charges, and later construction-stage engineering. A written scope should say who authors each part, what investigations are included, and how responses to an auditor are charged.

What to establish before fixing the basement design

Start with the address and the proposal, not a recycled report. Confirm the local planning authority, current policy and validation list; check conservation, listing, trees, flood and drainage constraints; review neighbouring structures and known basements; and obtain measured survey information that lets every specialist work from the same geometry.

Then agree the screening and scoping responsibility, investigation brief, professional credentials, drawing issue protocol, audit route and programme. This turns the BIA into an early design constraint and decision tool, rather than expensive evidence commissioned after the footprint, room layout and budget have already been fixed.
