Dulwich Estate Scheme of Management Consent
Many Dulwich freeholds need written Estate approval for external works — separate from and additional to local authority planning. Here is the practical dual-track process.
Two approvals, not one
The Dulwich Estate publishes Scheme of Management rules that require written approval from the Scheme of Management Office before works that affect the external appearance of a property. The Estate states explicitly that this approval is separate from, and in addition to, local authority planning permission (Southwark, Lambeth or Lewisham depending on the pin), building control and other regulations.
Consent from one body does not guarantee consent from the other. Even where works are permitted development for planning purposes, Estate approval may still be required for any change to external appearance. That single fact is why Dulwich packages fail when owners only obtain Southwark permission.
What kinds of works need Estate approval
The Estate’s applications guidance and Guidelines for Residents cover a wide external scope — including extensions, loft conversions, doors and windows, roofs and chimneys, boundaries, hard standings, conservatories, garden structures, solar panels, satellite dishes, tree works, shop fronts, change of use, swimming pools, mechanical plant and EV charging points. Practical dual-track sequence
1) Confirm whether the freehold sits under the Scheme of Management and which local planning authority applies. 2) Survey the host building and prepare one measured design model. 3) Design to satisfy both Estate guidelines and the LPA’s design/CA tests. 4) Submit Estate application materials and LPA planning (or confirm PD/LDC) as coordinated packs — not contradictory drawings. 5) After both principles are clear, produce building regulations drawings and programme party wall notices.
The Estate’s “how to apply” materials describe an application process on the order of roughly 8–10 weeks and advise not to send payment until the fee is confirmed. Always verify current timescales on the Estate site for your application date.
Southwark validation still applies
Where Southwark is the LPA, householder validation rules still apply (forms, ownership certificates, plans, elevations, and sections when roofs, basements or levels change).
