Blackheath: Dual Borough Before Any Basement Box
SE3 is not one planning culture. Fix Royal Borough of Greenwich or Lewisham before lightwells and temporary works are drawn.

Authority first
Blackheath village and heath-edge houses can sit in Royal Borough of Greenwich or Lewisham. A wrong authority on the location plan invalidates the package before trees or neighbours are assessed. Pure SE10 Greenwich freeholds do not share that dual-borough failure mode.
See Blackheath basements versus Greenwich basements for the different first sheets.
What stops digs after the LPA is fixed
Garden trees, dual flanks and short courts more often stop Blackheath digs than tourist-core access that dominates Greenwich town digs. Lightwells are sized against neighbour windows and heath-edge character before structure freezes.
