The first question on a Pimlico loft is not the design — it is whether the roof is yours to alter. Pimlico's stock is dominated by leasehold flats, maisonettes and mansion blocks, and in a block the roof space above the top floor is almost always demised to the freeholder, not to the leaseholder beneath it. That means a great many Pimlico addresses cannot have a loft conversion at all, however good the attic looks, because the space belongs to someone else. A genuine loft conversion here belongs to the minority of Cubitt-era stucco terraced houses where a single owner controls the roof. That also changes the consent story: unlike an internal flat refurbishment, where the gate is a Licence to Alter and the freeholder's managing agent, a house loft is a planning-and-party-wall project from the outset. We establish which category a building falls into, and which consent route it engages, before any drawing is produced.
Where the roof is genuinely yours, the deciding planning question is how a new dormer or mansard reads against a protected stucco terrace. Westminster's conservation designation for Pimlico expressly covers roof forms, and the character is described as comparatively subdued, so a terrace's consistent parapet and unbroken roofline are exactly the features a case officer will defend. A rear dormer set well down from the ridge and in from the party walls is a far easier case than anything visible from the street; a mansard usually only works where it is concealed behind the existing parapet. Because the terraces read as a continuous composition rather than as individual houses, an addition that interrupts the parapet or breaks the ridge on one plot is judged against the whole run, not just against your own frontage. We design to the specific terrace and its wider context rather than to a template.
Whether a loft is worth doing then comes down to head height, which has to be surveyed rather than assumed. As a rule of thumb you want roughly 2.2 to 2.4 metres under the existing ridge before the new floor build-up, held across enough of the footprint to be usable. Where a terraced house hides a shallow roof behind a parapet, the pitch and ridge height decide whether you gain a full room or an awkward space you can only stand up in along the centre. We measure the roof, model the finished floor level and the head clearance, and tell you early whether the volume repays the cost of converting it. That honest early answer matters more here than on a suburban house, because in a compact central terrace the room you gain above is bought with disruption and lost storage on every floor the new stair passes through.
The new staircase is the part owners most often underestimate. It must rise from the storey below within the going and rise limits of Approved Document K and land with full headroom over it, and it almost always consumes part of a bedroom or landing on the floor beneath. In a narrow Cubitt terraced house that space is tight, so the stair frequently decides whether the conversion is worth the floor it costs below. We fix its position at feasibility, because it governs both the disruption to the storey beneath and whether the roof volume you gain is a fair trade for the room you lose. On a period terrace the existing stair is often a listed-in-spirit feature with a tight winder, so we also test whether the new flight can align over it cleanly rather than cutting awkwardly across the plan.
Fire escape is the requirement that catches people out. Turning a two-storey arrangement into three lifts the top floor above the 4.5-metre threshold and triggers a higher standard: a protected stair enclosure running to a final exit, fire-rated doors — typically FD30 — to the habitable rooms off it, and mains-powered, interlinked smoke alarms. Where a terraced house has been opened up internally, enclosing the stair cleanly can be difficult, so an alternative such as a sprinkler or mist system, or a compliant secondary escape, is designed in. We build the escape strategy into the drawings from the outset rather than letting building control reshape the scheme late, because a compliant enclosure decided after the layout is fixed usually means losing the very openness that made the house attractive.
A converted roof needs new structure, and in a terrace that structure lands on the party walls. Typically steel beams span the house and bear onto the existing walls, with alterations to the ridge, purlins and rafters that a structural engineer designs and calculates. Because those beams usually bear into the walls shared with the houses on either side, the Party Wall etc. Act 1996 is engaged, and notices go to both neighbours before work starts — a separate process from the planning decision that should be programmed early. The roof is also where insulation is brought up to current building-regulation standards as part of the same works, and where waterproofing, ventilation and any new roof windows are detailed. Because the neighbours on either side of a terrace are close and the party walls are shared full height, we serve the party wall notices early and agree the sequence of works, so a dispute over the shared structure does not stall a build that already has planning consent.
