Dulwich Estate Consent Is Not Southwark Planning
On much of the Dulwich Estate, written Scheme of Management approval sits beside Southwark planning. Treating them as the same process is how projects stall after a grant.

Two organisations, two decisions
The Dulwich Estate’s Scheme of Management requires written approval before works that affect external appearance. The Estate’s own guidance is clear: that approval is separate from and additional to local authority planning (Southwark, and on some pins Lambeth or Lewisham), building control and other regulations. Consent from one body does not mean consent from the other.
That is not a technicality. Owners who only chase a Southwark decision can still be blocked by the Estate — or design something the Estate will accept that Southwark will not. The practical answer is one measured design model that can satisfy both audiences.
What still needs Estate approval even if planning is PD
The Estate notes that external appearance changes can require Scheme of Management approval even where local authority permission is not needed. Extensions, loft works, windows, boundaries, hard standings, garden structures, solar panels and tree works appear across the Estate’s Guidelines for Residents. How to programme the project
Confirm whether your freehold is bound by the Scheme, which LPA applies, and what the Estate guideline covers. Survey once. Design for Estate standards and council validation together. Submit both tracks without contradictory sheets. Only then freeze building regulations drawings and a contractor programme. The Estate’s “how to apply” materials have described roughly 8–10 weeks for their process — verify the current figure before you book a dig date.
