Why Invalid Planning Applications Waste Months

An invalid application is not “slow planning”. It is a package that never entered assessment. Here is what complete looks like.

The clock does not start until the package is valid

Householder applications carry a statutory target of around eight weeks once valid. Missing fees, wrong ownership certificates, incomplete elevations or absent red-line plans mean the application is not assessed on design at all. Owners experience that as delay; officers experience it as an incomplete file.

Southwark’s published householder checklist is a clear public example of the core set: form, ownership certificate, CIL information, location and site plans, existing and proposed floors and elevations, and London Plan fire safety information or a Reasonable Exception form. Other boroughs publish their own lists — confirm the live list for your LPA.

Sections and conditional reports

Roof height changes, basements, roof extensions and ground-level changes commonly require sections. Conservation-area homes often need design and access statements; listed buildings need heritage statements; basements may need a basement impact assessment. Camden’s basement culture adds independent BIA audit; RBKC adds garden-extent and storey limits. Wrong evidence for the wrong borough wastes fees twice.

How to submit once

Survey accurately. Match the description of development to the drawings. Complete ownership and CIL forms. Include sections when height or levels change. Add local-list documents before the first upload, not after a rejection letter. That is what a validation-ready planning drawings package is for.
