Because the facades cannot change, owners who need more room increasingly look downward. A basement or a deepened lower-ground floor can add a plant room, gym, cinema, pool or staff accommodation without touching the elevation the townscape depends on. The trade-off is that excavation beneath a listed stucco terrace is one of the most technically and procedurally demanding projects a prime central home can undertake, and it rewards early, honest feasibility work.
Westminster assesses basements against its adopted City Plan basement policy, which generally resists schemes deeper than a single storey below the lowest original floor and limits how far excavation may extend beneath a garden or open land. Proposals are expected to demonstrate structural stability, sensible drainage and no material harm to neighbours, groundwater or trees.
